Meta Custom Audiences From Influencer Content Engagement

A Meta custom audience built from engagement lets you retarget people who already watched or interacted with your influencer and creator content — no pixel or customer list required. The two relevant sources are Video Engagement (how much of a video someone watched) and Instagram/Facebook Page engagement (likes, comments, saves, profile visits, messages). Meta builds and refreshes the audience automatically for as long as the campaign or post stays live.

What a Meta custom audience built from creator-content engagement actually is

An engagement custom audience is a retargeting list Meta builds automatically from people who have already interacted with your content on Facebook or Instagram — no pixel, no customer list, no tracking code required. For influencer and creator content, two source types matter most: Video Engagement (how much of a video someone watched) and Instagram or Facebook Page engagement (likes, comments, saves, profile visits, messages). The audience fills and refreshes on its own for as long as you let it run, and plugs straight into targeting for a new campaign.

This is a different mechanic from reusing influencer content as the ad creative itself, and different again from whitelisting, Partnership Ads and Spark Ads, which is about permission to run an ad from the creator's own account. Both sources sit under "Engagement" in Ads Manager when you create a new custom audience, and both require an Instagram business or creator account (or a Facebook Page) to be connected to the ad account the audience is built in.

What counts as engagement — and what's genuinely unclear

The clear case: a video you've repurposed from an influencer collaboration and run as an ad from your own account — as described in how to turn influencer content into Meta ads — generates engagement data you can build an audience from, whether the video is organic or paid.

The less clear case: a whitelisted Partnership Ad or Spark Ad running from the creator's own account (see creator whitelisting, Spark Ads and Partnership Ads explained) is technically still published through the creator's profile, not your connected account — whether engagement on that kind of ad feeds into your own Page's or Instagram account's engagement audience wasn't clearly documented on Meta's own help pages at research time for this article, and should be confirmed directly in Ads Manager when you build the audience rather than assumed from this article.

How to actually build the audience

  1. Go to Audiences in Ads Manager (or under Business Settings) and select "Create a Custom Audience".
  2. Choose the source: "Video" for video engagement, or "Instagram business profile"/"Facebook page" for Page engagement.
  3. Choose the engagement level — e.g. "People who watched at least 50% of the video" — or the specific actions to include (visited profile, engaged with post, sent a message, etc.).
  4. Choose the look-back window — how far back the engagement can have happened. Meta lets you pick a window, but the maximum number of days varies by source type and has been adjusted by Meta more than once — confirm the current cap directly in Ads Manager when you build the audience rather than relying on a fixed figure from this article.
  5. Name the audience clearly (e.g. "IG video 50%+ – [creator] – [campaign]") so you can trace which content generated it.

The audience fills gradually while the campaign runs or the post stays live — it's not a one-off list, it keeps updating within the chosen window.

What to do with the audience once it exists

IF you want the largest possible pool of warm leads at the lowest cost → use the broader Instagram/Facebook Page engagement source and serve a follow-up offer or retargeting ad with a clear CTA.

IF you want to isolate the most attentive viewers of one specific video → use Video Engagement with a high threshold (75% or 95%) — a smaller but more qualified group.

IF the audience is too small to deliver reliably (Meta typically recommends a few thousand people as a practical floor) → extend the look-back window, lower the engagement threshold, or combine several videos/posts as the source.

Worked example: from video views to a retargeting audience

The numbers below are hypothetical and only illustrative — this is not a claim about a real Make Influence customer result.

A brand runs a repurposed influencer video as an ad and reaches 60,000 3-second views over the campaign's life. Of those, 9,000 (15%) watched at least 50% of the video and land in a "50%+ watched" audience. The brand spends DKK 810 showing that audience a follow-up ad 3 times each (27,000 impressions) at an illustrative CPM of DKK 30. By comparison, the same DKK 810 against a cold audience at an illustrative CPM of DKK 50 would only have bought 16,200 impressions — the retargeting audience delivers more impressions for the same budget because it's smaller and more specific, not because that number alone proves better performance. Common mistakes

  • Assuming whitelisted creator content automatically builds your audience. Confirm it in Ads Manager instead of assuming — see the section above.
  • Setting the threshold too high, so the audience is too small to deliver reliably. Start broader (25–50%) and narrow if you have the volume for it.
  • Forgetting to name the audience by source. With several creators and videos, it quickly becomes impossible to know which audience came from which content.
  • Serving a static, generic message to a warm audience. People who already watched 75% of a video need a different message than cold prospecting — not just the same ad again.
  • Confusing this audience with a lookalike audience. The engagement audience is people who already interacted — a lookalike is new people who resemble them. Two separate steps.
